Abstract

The adoption of QRIS, Indonesia’s standardized QR code payment system, has expanded nationally but remains uneven among microentrepreneurs, particularly those operating with limited resources. This study examines how ISO 31000-based risk treatment strategies, including Risk Control, Risk Mitigation, Risk Transfer, and Risk Avoidance, influence Risk Acceptance and subsequently the Intention to Adopt QRIS. Using a quantitative approach, data were collected from 150 microentrepreneurs in Bandung City who have not yet adopted QRIS, and the model was analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings show that Risk Mitigation and Risk Transfer significantly enhance Risk Acceptance, which emerges as the strongest predictor of adoption intention. Risk Avoidance demonstrates a positive direct effect on intention, indicating a necessity-driven adoption logic, while Risk Control does not significantly influence Risk Acceptance. Mediation analysis confirms that Risk Acceptance acts as a psychological gateway for translating mitigation and transfer strategies into adoption intent. Quantitatively, Risk Acceptance exhibits the strongest effect on Intention to Adopt (β = 0.546), while Risk Mitigation (β = 0.409) and Risk Transfer (β = 0.357) significantly contribute to Risk Acceptance. The model explains 52.7% of the variance in Risk Acceptance and 35.8% of the variance in Intention to Adopt. These findings extend UTAUT by integrating risk treatment constructs and provide practical insights for policymakers and payment providers to prioritize mitigation education, promote community-based risk transfer mechanisms, and design low-friction control tools suited to microenterprise constraints. However, the findings should be interpreted in light of the study’s purposive single-city sample and cross-sectional research design.
